Navarre Chamber Announces Move to a Value-Based Membership Program Beginning January 1, 2027

Member-led transformation will provide clearer choices, greater access, and more meaningful value for businesses and community stakeholders

The Navarre Beach Area Chamber of Commerce announced at its July Commerce & Coffee that it will transition to a new value-based membership program, officially beginning January 1, 2027.

The new model replaces the Chamber’s traditional "fair share" dues structure based on the size of each business. 

The value-based membership program includes four membership levels: Connector, Partner, Investor, and Chairman’s Circle. Each level is designed to give businesses and organizations the flexibility to select the benefits, visibility, involvement, and investment that best support their goals.

The change follows more than a year of research, member feedback, surveys, and conversations led by the Chamber’s Membership Taskforce. The group examined why businesses join, engage, and renew, with one priority guiding the process: creating tangible and accessible value for every member.

“This was never simply about dues. It was about value,” said Jeremy Carver, Chamber Finance Chair and local financial advisor. “The Chamber should be strongest when our members need us most, not most vulnerable. This new model will help protect the Chamber’s long-term financial health while delivering greater value to the businesses and organizations we serve.”

One of the most significant changes is that members at every level will receive access to the Chamber’s popular networking breakfasts as part of their membership, with no additional registration fee. The goal is to remove barriers to participation and help more members build relationships, meet community leaders, learn from one another, and discover new opportunities for growth.

“Value is not just something the Chamber provides; it is something we create together,” said Brenda Kay Hammel, Chamber Board member and Membership Taskforce leader. “These levels were intentionally designed so every member - from a new small business to a longtime community stakeholder - has a clear path to receiving meaningful benefits from day one.”

The Chamber’s current membership structure has remained largely unchanged for more than a decade, while operating expenses, programs, services, staffing, and property responsibilities have continued to grow. The new membership program will create a more sustainable foundation while reducing the Chamber’s dependence on event and sponsorship revenue to support core operations.

A strong Chamber helps build a strong community by connecting business leaders, strengthening partnerships, supporting economic vitality, and protecting the quality of life residents and businesses appreciate. Chambers that continue learning, adapting, and responding to the changing needs of their members will be stronger in 2027 and beyond.

Although the official transition will take place January 1, 2027, current members may move into one of the new value-based levels before that date. Several Chamber board members have already elected to transition early.

“This program was developed by members, for members,” said Hammell. “We believe it will make Chamber membership more valuable, accessible, and impactful while expanding opportunities throughout the Navarre business community.”
