Individuals need and deserve access to life-sustaining activities – regardless of their physical or mental ability, income, or age. Through staffing of the region's Transportation Planning Organizations, the Emerald Coast Regional Council also staffs the Local Coordinating boards for each transportation disadvantaged service area, providing valuable advice, guidance, and oversight. The Local Coordinating Boards, comprised of state agency and community representatives of the transportation disadvantaged provide information, advice, and direction to the Santa Rosa County Community Transportation Coordinator (CTC).
Tri-County Community Council, Inc. is the CTC and operator providing service in Santa Rosa County as Santa Rosa Transportation.

The Transportation Disadvantaged Program is a coordinated state-wide effort that groups riders together for a shared ride service. Transportation services are available in all 67 Florida counties for those who are eligible and have no access to transportation. Federal, State, and Local agencies join together to provide necessary transportation to medical appointments, employment, educational, and other life-sustaining services.

The Emerald Coast Coast Regional Council (ECRC) encourages citizens to become involved in the planning process and actively markets many of the programs it undertakes while leveraging the vastness of its outreach to both identify problems and assist in implementing solutions for problems, across the region.
